The key objective of the methodology is to implement a step-by-step algorithm for comprehensive research that includes:
1) identification of local community issues related to overcoming the consequences of military actions,
2) selection of the most relevant and key issues from a list based on specific criteria,
3) conducting in-depth monitoring and evaluation of the quality of decisions made by local governments, particularly the impact of these decisions on the community, followed by recommendations for their improvement or the development of additional decisions.
